District Judge Kevin Mullins Shot And Killed In Courthouse Office

Kevin Mullins, 54, was tragically k*lled in his chambers on September 19, 2024, with Sheriff Shawn M. Stines charged in connection to his m*rder.

Stines allegedly entered the judge’s outer office and informed court staff that he needed to speak privately with Mullins. The two went into the inner office.

After closing the door, shots were heard, and Stines stepped out with his hands raised, surrendering to the police, who then handcuffed him in the foyer area of the courthouse.

Kentucky State Police Trooper Matt Gayheart stated that officers responded to a call about shots fired at the Letcher County courthouse around 3 p.m.

He further stated that Judge Kevin Mullins suffered several gunshot wounds and was pronounced dead at the scene despite efforts to save him.

According to him, a preliminary investigation revealed that Sheriff Shawn M. Stines, 43, allegedly shot Mullins after an argument inside the courthouse.

While no motive has been identified, Stines was charged with first-degree m*rder.

In response to his passing, Commonwealth-State Auditor Allison Ball posted on X.

I’m praying for Letcher County and District Judge Kevin Mullins who was shot earlier today. May God protect this community and all those involved in the shooting.
